Image Comics | Dec 2001
On the shadow-drenched streets of Rankor Island, the local police force struggles to maintain order against a rising tide of ruthless vigilantes. Lt. Cheri Major and Detective Ernest Houston find themselves thrust into a web of crime and psychological trauma as they track down dangerous individuals operating outside the law. Among these threats are Citizen Pain, an imposing, dark figure who dominates the vigilante scene, and Family Man, a terrifying serial killer with a twisted moral code. As the investigation deepens, the officers must confront both the city's rampant violence and their own personal demons to uncover the dark conspiracy threatening to tear Rankor Island apart.
