The justice system fails Gotham once again when Billy Kincaid, a notorious child predator posing as an ice cream man, is released from prison on a technicality. While detectives Sam Burke and Twitch Williams launch a desperate stakeout to catch the psychopath in the act, a silent guardian watches from the shadows of the alleyways. Driven by the fragmented memories of his own past and a burgeoning sense of morality, Spawn decides to bypass the courts and deliver a final, gruesome sentence. The issue concludes with a chilling message left for the police, proving that some monsters can only be stopped by a force more terrifying than themselves.
