The Silver Surfer ventures back to Zenn-La, only to find his beloved Shalla Bal now reigns as Empress, a consequence of his earlier bestowal of power. As a Skrull ambassador seeks Zenn-La's alliance in the escalating Kree-Skrull war, the Surfer faces deadly attempts on his life by the ambassador's agents. He reveals the Skrulls' lost shapeshifting abilities to Shalla Bal and pledges to uphold Zenn-La's neutrality in the conflict. However, the Surfer sadly realizes that their paths have diverged, with Shalla Bal's duties as empress precluding a shared future.
