The New York police deploy Savage Dragon to neutralize the vigilante Shadowhawk. However, the anticipated confrontation is complicated when Shadowhawk receives sudden aid from associates of the criminal Vendetta. These criminals attempt to sway the hero into joining their ranks, but Shadowhawk firmly rejects their offer, deepening his struggle against both the law and the underworld.
