A dark hero's vigilante campaign hits a political snag when the mayor intervenes, ordering Lieutenant Jacks to cease the investigation into ShadowHawk. This attempt to protect the establishment leaves Jacks caught between following orders and his duty. Meanwhile, a deadly confrontation brews, as the anti-hero must deal with new threats and the ever-present danger of discovery. ShadowHawk continues his fight against crime, even as powerful forces try to stop him.
