After a massive explosion claims his cousin's life, an amnesiac powerhouse with green skin and a distinctive fin finally agrees to join the Chicago Police Department to combat a rising tide of superpowered criminals. Known as the Dragon, he immediately faces off against the murderous mass killer called the Shrew, though the brute manages to evade capture. Amidst his search for justice and a lost past, Dragon encounters other displaced supers like Barbaric and Ricochet, while grappling with the corruption of his friend Frank Darling and the tragic loss of his girlfriend. As he navigates a city where heroes are falling and villains rule the streets, he must harness his incredible strength to restore order to a crumbling society.
