Discovered in a burning field with no memory of his past, a green-skinned, fin-headed powerhouse is thrust into a crime-ridden Chicago where super-powered "freaks" outmatch the law. Despite his initial reluctance, the mysterious amnesiac is recruited by Lieutenant Frank Darling to join the police force after a series of brutal attacks by the Vicious Circle criminal gang. Now, as a badge-wearing officer, he must navigate a city where traditional heroes are falling and his own identity remains a dangerous enigma.
