In the midst of an international conflict dubbed "War Crimes!", RoboCop confronts a local leader known as the Desert Hawk. Initially sent to deal with a criminal, the cybernetic officer soon finds himself persuaded by the Hawk's mission to save his people from a devastating famine, realizing the supposed conflict is rooted in a humanitarian crisis. RoboCop intervenes in a battle against an advancing military force and an experimental ED-209 unit, ultimately using a satellite uplink to contact OCP and reveal the Desert Hawk's noble intentions and his plan for an underground irrigation system that promises salvation.
