As the streets of dystopian Detroit struggle under the tyranny of the Nuke drug trade, Robocop and Officer Anne Lewis continue their relentless pursuit of the drug lord Cain. Following a violent confrontation, Cain is critically wounded and captured, but the unscrupulous Omni Consumer Products sees an opportunity. Dr. Faxx selects Cain for the experimental "Robocop 2" program, transferring his brain into a new cyborg body to create a dangerous, Nuke-addicted police enforcement unit. This sinister transformation prepares the ultimate mechanical rival for Alex Murphy.
