Severely damaged after escaping the Nixcops, RoboCop undergoes repairs and becomes incapacitated by introspection after witnessing the death of a civilian. The cyborg hero only regains his resolve when he learns his partner, Anne Lewis, has been abducted by the criminal Scarface. Rushing to the scene, RoboCop finds a chaotic battle underway between Nixcops and ED-209 droids, all vying for the public credit of rescuing Lewis. This corporate rivalry complicates his mission to save his friend and deliver justice.
