The relentless battle against the Nuke drug epidemic continues to strain RoboCop as Omni Consumer Products (OCP) drives Detroit toward financial ruin and a police strike looms. After a brutal confrontation, the crime boss Cain is captured but falls into a coma. Desperate to create a new prototype, the corrupt Dr. Faxx disregards OCP's failures and selects Cain's brain for the RoboCop 2 project, resulting in a dangerously unstable new cyborg designed to be controllable through his drug addiction. Meanwhile, the original RoboCop is temporarily taken offline and disassembled after being tortured, needing emergency repairs to return to the chaotic city.
