Frank Castle finds himself entangled in a high-speed pursuit against a ruthless gang of criminals, a chase that ultimately brings him face-to-face with Congressman Bernard Modine. While the Punisher manages to save the politician's life, the encounter results in a broken wrist for the congressman and a wave of public scrutiny. This collateral damage sparks a political firestorm, leading Modine to establish V.I.G.I.L., a specialized task force dedicated to hunting down costumed vigilantes. Amidst the chaos, Frank must also contend with the arrival of Recoil, a formidable new adversary who seems just as unstoppable as the Punisher himself.
