With the original Justice League dissolved, Martian Manhunter sets out to forge a new fighting force from its remnants, establishing a headquarters in Ivytown with the assistance of L-Ron. The first hero he recruits is Triumph, a hero adjusting to life after being freed from a time trap. The assembling team then travels to Philadelphia to aid the Ray in his ongoing battle against a formidable super-villain group known as the Cabal, successfully defeating them before heading to their new base.
