The newly reorganized Justice League in Detroit faces an immediate internal crisis when one of its newest, untested members, Vibe, gets dragged into a violent gang war between his old crew and a rival faction led by the villain Crowbar. As Vibe is injured during the conflict and rushed back to the League's headquarters, Aquaman's leadership attempts only further strain the team, alienating both veteran and rookie heroes. Meanwhile, the mercenary Crowbar is secretly being recruited by a powerful, unknown adversary, setting the stage for a mysterious new threat to challenge the fledgling team.
