The newly formed Thunderbolts embark on their public debut by attempting to capture the Hulk at a rodeo. Their efforts to subdue the green giant inadvertently lead to the destruction of a dam, forcing the team to prioritize saving the town from the ensuing flood. This distraction allows the Hulk to escape, but the Thunderbolts' heroics are captured on film, beginning to sway public opinion in their favor.
