In the aftermath of the previous issue's events, Tommy must swiftly evade capture while a new threat, the Mawzir, seeks to recruit him for the mysterious Lords of the Gun. With a bounty placed on the Joker, Tommy's targets expand to include other notorious Arkham inmates. Despite Batman's watchful eye, Tommy infiltrates Arkham Asylum, only to find his plans drastically derailed. This issue also introduces the intriguing Detective Deborah Tiegel.
