Following the tragic death of his brother Don, Hank Hall finds himself drifting on a dangerous edge as a solo superhero, struggling to keep his bestial rage under control. However, the forces of Order and Chaos step in, selecting Dawn Granger to assume the mystical mantle as the new Dove. Forced into an uneasy partnership, the duo must quickly learn to balance their diametrically opposed ideologies of war and peace to effectively combat evil.
