The Sinister Syndicate, featuring villains like the Beetle, Rhino, and Hydro-Man, reunites to pull off a massive Federal Reserve Bank heist in "Punishment and Crime." Their plan for a smooth getaway is complicated by the arrival of the Spectacular Spider-Man. Ignoring the Beetle's advice to retreat, Boomerang foolishly engages the wall-crawler, leading to his capture and the immediate splintering of the super-villain team. This issue also marks the first appearance of the character Leila Davis, setting the stage for further conflict.
