The nefarious Cyberdata organization, aiming for world domination using cybernetically-enhanced, brainwashed agents, dispatches forces to capture the super-speedster Velocity, who has fled their control. Luckily, she is intercepted and rescued by Ripclaw of Cyberforce, a resistance group with a history of opposing Cyberdata's sinister operations. Ripclaw successfully brings Velocity back to their hidden base. However, the respite is short-lived, as Cyberdata retaliates quickly by launching an attack with their elite S.H.O.C. troops.
