The utopian facade of Golden City is shattered as a dangerous super-criminal remains loose, threatening the carefully controlled community overseen by the mysterious superwoman Grace. Only the dual heroes, known as Rebel, stand a chance against the escaped Warmaker, constantly trading powers between their contrasting personalities to meet the challenge. The city's inhabitants, who must be invited to live in this supposed paradise, face a stark realization of the dangers lurking beyond Grace's control.
