The vigilante Jack Flag successfully infiltrates the Serpent Society's Arizona compound, earning the Cobra's trust while secretly preparing for the organization's downfall. However, his mission is complicated by the arrival of an enraged Mr. Hyde, who begins tearing through the compound's defenses looking for revenge. Meanwhile, Captain America's allies, including Giant-Man and Free Spirit, are in a frantic race to locate the hero as his dangerous condition worsens. The stage is set in Scottsdale for a massive confrontation between the Serpents, an unexpected villain, and the forces rushing to Captain America's aid.
